Venkateshwara Open University is established through the Arunachal Pradesh State Legislative Act, LAW/LEGN-10/2012 Arunachal Pradesh (Act No.10 of 2012). It has been established by an act of the State Legislature of Arunachal Pradesh and is empowered to award degrees as specified under section 22 of the UGC Act. VOU is an international platform for higher learning. VOU vowed to achieve extraordinary stature in the field of higher education for the benefit of career-oriented youth aspiring to achieve high grades of success. The VOU as a whole provides mentored educational experience to the learners at Doctoral, Post-Graduate, and Graduate levels and to imbibe social changes in the communities across the globe.
